A 20-year-old US Marine stationed in Okinawa faced murder and robbery charges on Sunday for the October 3 death of a 39-year-old woman.
Devin Jacob Ballard, assigned to Marine Corps Air Station Futenma, was arrested after police suspected he killed Anna Yagi inside a hotel in Naha. The indictment alleges Ballard strangled Yagi with a telephone cord and subsequently took her backpack and wallet.
Ballard initially denied the accusations, though investigators cited statements he made that indicated involvement. Security video captured a man believed to be Ballard entering the hotel with the victim and exiting alone while carrying her property.
The incident has intensified tensions over the roughly 55,000 US troops based in Okinawa. Prime Minister Sanae Takaichi labeled the crime brutal and heinous. Her administration lodged a strong protest with the United States, demanding strict disciplinary action and preventative measures.
Okinawa Governor Genta Koja stated the prefecture has long requested better oversight from US forces. He characterized the alleged offense as evidence of poor discipline among the stationed personnel.
Protests involving approximately 100 demonstrators occurred in Naha and Tokyo earlier this month. Social media users also amplified the outrage, with one commenter writing, Enough is enough.
The Marine Corps confirmed it is actively cooperating with Japanese authorities. The department extended condolences to Yagi's family in response to the serious criminal allegations.
This case follows a pattern of incidents involving US servicemembers in the region. In 2024, four sexual assault cases were recorded in Okinawa. Air Force member Brennon Washington received a five-year sentence for rape and kidnapping that year. In 2025, Marine Lance Cpl Jamel Clayton was sentenced to seven years for sexual assault. The largest protest in the prefecture's history occurred in 1995 after the abduction and assault of a 12-year-old girl.
